Our manifesto for the 2026 Scottish Parliament Elections

For dogs, then, now, always.

In 2026, Scotland heads to the polls, and we believe dogs deserve a voice in that election too.  

The last five years have brought unprecedented challenges. The pandemic and cost-of-living crisis reshaped dog ownership across Scotland, leaving more dogs in need and more owners struggling to cope.  

We’ve adapted - doing everything we can to keep dogs and families together, and partnering with MSPs to deliver real progress. Together, we’ve successfully campaigned for compulsory microchipping, tougher penalties for cruelty, stronger licensing of breeders and rehoming organisations, and laws to tackle dog theft.

With the next Scottish Parliament now in sight, our manifesto for Scotland’s dogs shows candidates exactly what we stand for, and what we want to see from candidates if they’re elected. It’s a bold plan to make Scotland the gold standard for dog welfare, where every dog is safe, loved, and protected for life. 

Our vision for the future

Trace every dog, for life

A UK-wide microchip search system, with permanent breeder details recorded on microchips to improve breeder accountability and transparency, and penalties to encourage people to comply with microchipping law.

End low-welfare breeding and selling

Close existing loopholes with a robust registration and licensing system for anyone breeding or selling puppies, plus welfare protections for stud dogs.

Efficient enforcement of licensing regulations

Proper funding and resourcing for local authorities to uphold licensing laws and protect dogs from poor welfare and inherited health issues.

Stop puppy smuggling

Tougher import rules, including a ban on importing young puppies, heavily pregnant dogs, and dogs with mutilations.

Responsible pet advertising

Turn Government-backed standards into law and require licence or registration numbers on all adverts.

Safer dog control laws

Introduce effective breed-neutral legislation, improve enforcement of dog control laws, promote early intervention, and deliver dog bite prevention education in schools.

Pet-friendly housing

Increase access to pet-friendly housing for current and prospective owners, and close loopholes that allow landlords to unreasonably refuse pet requests.

Protect dogs from fireworks

Restrict the sale and use of fireworks, limiting them to licensed public events at designated times of the year.  

Ban cruel training devices

Outlaw the use and sale of electronic shock collars.

Phase out greyhound racing

End this dangerous practice and give every Greyhound a chance at a happy, safe life.
