Our Manifesto for the 2026 Elections in Wales

From our very first Welsh rehoming centre in Bridgend in 1966, to the opening of our Cardiff centre in 2021, we’ve helped thousands of dogs across Wales. And we’re just as committed to Wales’ dogs today as we were in the 60s.  

With the Welsh elections on the horizon in May 2026, this is a pivotal moment for dog welfare. We’ve created our manifesto to show candidates exactly what we stand for, and what we want to see if they get elected. It’s a clear plan for how we can make Wales the gold standard for dog welfare.

Working together with Members of the Senedd, we’ve already achieved significant wins, like Wales becoming the first UK nation to commit to ending greyhound racing.  

But there’s more to do.  

The challenges of recent years have reshaped dog ownership across Wales, leaving more dogs in need and more owners struggling to cope. We’re calling on the next generation of leaders to deliver stronger protections, smarter policies, and lasting change for dogs across Wales. 

Our vision for the future

Regulation of Animal Welfare Establishments

Currently, anyone in Wales can set themselves up as an animal rescue and rehome dogs; this must change. We want clear rules, regular inspections, and a central database to protect dogs and owners across Wales.

Improved dog breeding laws

We must close existing loopholes and require anyone breeding or selling puppies to register from the first litter of puppies. With strong welfare standards for all dogs involved in breeding.

Traceability for all dogs

A single UK-wide microchip search system, with breeder details recorded at puppy registration.

Responsible pet advertising

Tougher rules for online adverts so buyers can trust who they’re buying from.

Better access to pet-friendly housing

Fairer rules on why landlords can turn down renters, faster landlord responses to pet requests, and changes to the how local authorities find suitable accommodation where necessary.

Smarter responsible dog ownership policies

Introduce effective breed-neutral legislation, improve enforcement of dog control laws, promote early intervention, and deliver dog bite prevention education in schools.  

An end to greyhound racing

End this dangerous practice and give every greyhound a chance at a happy, safe life.
